SRM 2015: Monitoring for Adaptive Management: Introduction to the BLM AIM Strategy
This presentation was given at the 2015 meeting of the Society for Range Management during the BLM AIM Symposium by Emily Kachergis. The AIM strategy is a BLM approach to gathering data and applying it to management at multiple scales for diverse resources on federal lands. AIM is intended to inform initial management decisions and then help to adapt those to changing conditions in resources over time. AIM establishes a framework with a standard set of quantitative data-gathering techniques across the BLM for specific, major indicators of resource and landscape conditions using statistically valid sampling designs. This means that data from AIM projects and programs can be pooled and shared between offices and organizations to characterize large tracts of land.

A GIS integrates hardware, software, and data for capturing, managing, analyzing, and displaying all forms of geographically referenced information. GIS allows us to view, understand, question, interpret, and visualize data in many ways that reveal relationships, patterns, and trends. The system is a mix of digital base maps for Tamil Nadu consisting of several layers (spatial data) compiled from different sources such as Survey of India (SOI), National Bureau of Soil Survey and Land Use Planning (NBSS&LUP), Wikimapia, High Resolution Satellite Imagery etc. and attribute data (non-spatial data) on roads, bridges etc. from RMS database besides other attribute data of interest such as demographic details from Census of India, average annual rainfall data from India Meteorological Department. The Web GIS based Road & Bridge Information System developed for TNHD under e-Pathai GIS is a web based system for *readily accessible, relevant and valid information on the road network and related infrastructure. *effective decision making in planning, programming, funding, procurement and in the allocation of resources in road sector *effective prioritization of works as well as reporting on its condition *improved support for decision-making through GIS analytical tools *evaluating the roads and related infrastructure for planning & programming purposes Currently data in RMS has been integrated into the Web GIS for query, reporting and thematic visualization. The Web GIS system is dynamically linked to RMS database, which means that the latest data on roads and bridges as and when updated in RMS is available for query, reporting and analysis in the Web GIS. Interfacing of data from ADCE (Advanced Data Collection Equipment) and financial data from P&FMS (Projects Human Resources & Finance Management System) for roads & bridges is also part of this Web GIS implementation.

Presented by +Nick Nystrom Bridges PI and Director of Strategic Applications, +Pittsburgh Supercomputing Center talk will begin at 2:30pm The Pittsburgh Supercomputing Center (PSC) recently received a $9.65M +National Science Foundation (NSF) award to create a uniquely capable supercomputer designed to empower new research communities, bring desktop convenience to supercomputing, expand campus access, and help researchers facing challenges in Big Data to work more intuitively. Called Bridges, the new system will consist of tiered, large-shared-memory resources with nodes having 12TB, 3TB, and 128GB each, dedicated nodes for database, web, and data transfer, high-performance shared and distributed data storage, Hadoop acceleration, powerful new CPUs and GPUs, and a new, uniquely powerful interconnection network. Bridges will serve a wide variety of applications and scientists, especially those new to supercomputing and without specialized programming skills. It will do so by providing a high degree of interactivity, gateways and tools for gateway-building, and a very flexible user environment including widely-used software such as R, Java, Python, and MATLAB. Bridges will feature persistent database and web services to support gateways, collaboration, and new levels of access to data repositories. Using virtualization, Bridges will support application-specific environments and interoperability with clouds. Bridges will be a resource on XSEDE, the NSF Extreme Science and Engineering Discovery Environment, and an important new part of NSF’s advanced cyberinfrastructure ecosystem, connecting with other computational resources, data resources, and scientific instruments. Bridges will be available to the open research community at no charge, bringing the power of high-performance computing and Big Data to enable research projects throughout Pennsylvania and across the country.

To solve that problem, the Chinese will soon be moving 44.8 billion cubic meters of fresh water each year from the wetter South to the dryer North. There will be three canals in the project, a 716 mile-long Eastern Canal that will begin at the Yangtze River and snake uphill, with the help of more than 20 pumping stations, to reservoirs in Tianjin. Route two will flow downhill from the Danjiangkou Reservoir on the Han river 785 miles across the North China Plain to Beijing. And the third route is the Big Western Line. It’s still in its planning phase, but it will divert water from the rivers flowing into the Yangtze, sending it to the Yellow River instead. The Central Government has rammed this project through despite many concerns over pollution and the forced relocation of hundreds of thousands of villagers. It’s also late and over budget due to the soaring costs of building bridges and tunnels for the canals to cross the many rivers and highways in its way. Then there are the fears that diverting water from the Yangtze River could cause the world’s third-longest river to run low, devastating those whose livelihoods depend on it. One proposed solution to this problem is to give the Yangtze more water by redirecting rivers in southwestern China. But this would affect India, Bangladesh, Myanmar, Laos, Thailand, Cambodia, and Vietnam, potentially causing an international crisis. For the immediate future though, the South-to-North water Transfer Project is a done deal. Following the example of the American West in the previous century, China has completely reshaped its environment using dams and canals, allowing for the arid North to support tens of millions more residents than it otherwise could. For example, the traditional "strengths-weaknesses-opportunities-threats" model of firm performance suggests that firms can improve performance only when their strategies exploit opportunities or threats.16 Recognizing that there are different strategic management perspectives and that these may lead to different business strategies, it should be apparent that HR strategies can also vary so as to align with these business strategies. Consequently, strategic management perspectives bridge HR and business strategies. This raises the question of which strategic management perspective an organization should follow. The answer is not obvious since no one strategic management perspective dominates. A possible reason for this is that leaders of organizations have different beliefs or philosophies, and since adopting a perspective is a matter of choice, this will lead to different perspectives being chosen. Moreover, there is little guidance to help TMTs select a suitable strategic management perspective for their company. ...

Covanta Metals Management - Recycling Ferrous Metal from Energy-from-Waste Facilities
Since 2012, Covanta has made significant investments to recycle more metal from the waste stream. Using new technology and installing systems to recycle more ferrous and non-ferrous metals, metal recovery has improved by the equivalent of 16 cars per facility per week for ferrous, and for non-ferrous, the equivalent of 25,000 additional aluminum cans per week. In total, Covanta now recycles approximately 500,000 tons of metal per year, the equivalent of amount of ferrous and non-ferrous metal to build five Golden Gate bridges and manufacture more than two billion aluminum cans. Recycling metal from EfW facilities avoids a tremendous amount of greenhouse gases and recovers valuable natural resources that would have otherwise been lost in landfills. The production and mining of new steel, aluminum, copper, and other metals products is a carbon intensive process that negatively impacts the environment. By recovering and recycling 500,000 tons of metal each year, Covanta’s operations save approximately 1.2 million tons of greenhouse gases, the equivalent of pulling 112,506 cars off the road for a year.

Warm River Campground Bridge Placement
Warm River Campground is located on the Caribou-Targhee National Forest in Idaho. Due to deteriorated condition of the old bridge, the load limits were restricted, making its replacement necessary in order to provide safety to campground users and stability for grooming equipment. The bridge provides access to the east side of the campground. It is also a groomed snowmobile trail in the winter. The bridge is the only place in that area where a groomer can avoid the pavement on Fish Creek Road to groom all of the east side trails. The new bridge also provides access to snowmobile trails, fishing and floating the Warm River. The bridge was opened to the public on July 2, 2015. Resources utilized to accomplish the bridge placement were: a 500 ton crane, excavator, backhoe, forklift, dump trucks. Man power; forest and regional engineers, forest hydrologist and fish biologist, forest road crew, district recreation crew, district recreation program manager and road crew foreman. Partners on this project were: Fremont County, Idaho, Caribou-Targhee National Forest, AudDi Campground Services Inc., Idaho Department of Recreation, Henry’s Fork Foundation and Excel Bridge

She leads a university system with 10 campuses, five medical centers, three affiliated national laboratories, and a statewide agriculture and natural resources program. Napolitano is a distinguished public servant with a record of leading large, complex organizations at the federal and state levels. She served as Secretary of Homeland Security from 2009-13, as Governor of Arizona from 2003-09, as Attorney General of Arizona from 1998-2003, and as U.S. Attorney for the District of Arizona from 1993-97. Before that, she practiced at the law firm of Lewis & Roca in Phoenix, where she became a partner in 1989. She began her career in 1983 as a clerk for Judge Mary M. Schroeder of the U.S. Court of Appeals for the Ninth Circuit. As Governor of Arizona, Napolitano focused on education, from pre-kindergarten through public higher education. She was the first woman to chair the National Governors Association, and was named one of the nation’s top five governors by Time magazine. Napolitano earned a B.S. degree (summa cum laude in Political Science) in 1979 from Santa Clara University, where she was Phi Beta Kappa, a Truman Scholar and the university’s first female valedictorian. She received her law degree in 1983 from the University of Virginia School of Law. Napolitano holds honorary degrees from several universities and colleges, including Emory University, Pomona College and Northeastern University. In 2010, she was awarded the prestigious Thomas Jefferson Foundation Medal (Law), the University of Virginia’s highest external honor.

Disaster Risk Reduction Is A Development Issue
A changing climate and rapidly growing exposure to disaster risk presents the world with an unprecedented challenge. For developing countries, both less able to cope with the impact and more likely to be affected, the challenge is particularly severe. These countries face mounting losses from a range of natural hazards, from earthquakes and tsunamis through to severe flooding, storms and drought. We face the threat of decades of development progress being rolled back and poverty becoming entrenched. Meanwhile, climate change cuts across society, from agriculture to health, energy to water resources. UNDP’s work is to integrate issues of climate, disaster risk and energy at country level, and focus on building resilience and ensuring that development remains risk-informed and sustainable.

Plenary Session 5: Show case – BRIDGE training on elections and disability rights BRIDGE stands for “Building Resources in Democracy, Governance and Elections.” Developed as part of an ongoing collaboration between IFES, the Australian Election Commission, UNDP, and International IDEA, BRIDGE is a comprehensive curriculum for professionals involved in the elections. It has been implemented in 77 countries and is used by many election management bodies in Southeast Asia to train election administration staff. Over the last year the AGENDA project has worked with IFES offices in multiple countries around the world to develop a BRIDGE training module that specifically focuses on elections and disability rights. Complementing several of the themes in AGENDA’s third regional dialogue, experienced BRIDGE trainers will offer participants an interactive demonstration of the new module.
