Darrell Pasloski says Canada’s northern territory may be a good place to start. The debate over income inequality fails to account for relative changes in earnings over a person's lifetime. New Fraser Institute research shows that over a span of 10 years, four out of five low-income Canadians moved up the income ladder. In fact, one in five Canadians in the lowest income group eventually moved up to the highest income group over a 19-year period. Because most people do not remain in the same income group throughout their lives, focusing on comparisons of high- and low-income groups at specific points in time results in an incomplete analysis of income inequality. The ministry of mining says the country's ratings improved due to the improvements that have been in the sector over the last one year, key among them the enactment of the Mining Act of 2016. In fact the state of Nevada at the PDAC conference in Toronto just a week ago had the Gibellini project front and center on the first page of their brochure." states John Lee, CEO and Chairman of Prophecy Development Corp. (TSX: PCY | OTCQX: PRPCF), in an interview with InvestorIntel’s Peter Clausi. Peter Clausi: Last time we chatted I think was in December.  John Lee: Around that timeframe; 3 or 4 months ago, yes.  Peter Clausi: A lot has happened to the project since. First we should remind our viewers it is a vanadium project. You have three of them, but we are really talking about one of them. It is in the lovely mining friendly state of Nevada. It has some advanced permitting on it from prior owners.    John Lee: That is correct Peter. Peter Clausi: Tell us, what is the project called? John Lee: The project’s name is Gibellini. It is located just about 20 miles south of Eureka in the southern Battle Mountain region in northeastern Nevada. Peter Clausi: Right. You have Battle Mountain, Florida Canyon, Mill City is that way. John Lee: It is close to everywhere, but not too close to nowhere. It is a 5-hour drive from Vegas, 3-hour drive from Reno and 5-hour drive from Salt Lake City. I just recently made a trip there. I traveled from all those three different locations getting to the property. Peter Clausi: What is happening at the project now? John Lee: Peter when we last talked the project really has 4 competitive differentiators. The project is ideally located. According to the Fraser Institute it is one of the best places to do mining investments in North America. That has not changed. Peter Clausi: Nevada it is a great jurisdiction. John Lee: Yes. The price of vanadium has gone up 40% since January. Any addition to that is thanks to Donald Trump’s tax policy. The corporate tax rate has dropped from 35% to 21%. The project has a feasibility study that was prepared by the previous operator and which we would expect to announce a revision. The numbers so far look very, very promising. You have a lower tax rate and higher metal prices that bode very well for the project going forward. Not to mention, I think the other thing is on the permitting, the previous operator also did extensive baseline studies. Nevada, even though it is mining friendly, but the permitting aspect is not for the faint hearted. We had a huge leg up in that baseline studies and plan of operation had been submitted and deemed accepted by the Bureau of Land and Management. I was just in Nevada. We sat down with these guys. They are very eager to advance this project forward. In fact the state of Nevada at the PDAC conference in Toronto just a week ago had the Gibellini project front and center on the first page of their brochure. We felt like the permitting side is also making some advances as well as the feasibility study, which we are looking to publish a revision very soon within the next 30 days. Peter Clausi: You had some pretty good news come out today. It is the kind of news that some people will overlook and fail to understand why it is so important. Tell us about that. John Lee: Even though there is doldrums in this metals market we generated a bit good volume. In British Columbia, the province's archaeological branch continually demands owners of property designated as archaeologically significant pay for archaeological work before any redevelopment can proceed. In recent years, this has resulted in land-owners facing significant an dunexpected costs. A government that desires archaeological artifacts should pay for the cost of uncovering them. Akin to compensation for financial injuries that results from expropriation, costs that result from regulation are similarly injurious to private property owners. A government that deems archaeological finds as publicly significant should not burden private property owners with the priorities of the archaeological branch.

Doug Donaldson's statement on the Minerals North Conference

There will be some people rocking it out in Smithers, and it's not just because Grammy-nominated hometown musician Alex Cuba is playing Thursday night. Rocking is it with the annual Minerals North Conference hosted by Smithers and Telkwa this Wednesday to Friday. Mineral exploration spending was $272 million in B.C. in 2015, and about half that was spent in the northwest, supporting local jobs and companies. Estimates are that it takes 100 advanced exploration projects to eventually lead to one profitable mine in B.C. Getting to that final outcome requires not only starting with grassroots exploration and the right commodity prices but, in the end, a lot of public and investor confidence. The theme of Minerals North 2016 is "Excellence through innovation." The agenda looks great, and northwest regional geologist and organizing committee member Jeff Kyba tells me that the session on aboriginal title is getting a lot of attention. That is very timely, as the annual global mining survey conducted by the Fraser Institute showed that B.C. finished eighth from last out of 109 jurisdictions on uncertainty concerning disputed land claims. So there is much work to be done regarding investor confidence when it comes to the government approach on aboriginal title. Another agenda panel on sustainability, responsibility and environment is also very timely in light of the recent Auditor General's report concluding that neither the Ministry of Mines nor the Ministry of Environment are conducting adequate monitoring and site inspections and do not have the resources to do so. Public support of mining depends on confidence in government to ensure environmental risk and damage is understood and controlled. As Jeff Kyba said: "It was about making the conference real, talking about things that are on people's minds." Thanks to Jeff and all members of the organizing committee. I look forward to attending, and especially, hearing if Jeff and northeast regional geologist Paul Jago can top their musical rendition of "Heart of Gold," which they performed a couple of years ago. Rock on, indeed.

The world requires three times more Iron Ore than it used to 10-15 years ago. What is changed is that we have started to supply more commodities than the world demand is there for it. PERVASIVE GLOBAL OVER-REGULATION "Global western economies are stagnating and this is a direct result of over regulating business in those countries." "Businesses are suffocating in the west now. There is pretty much zero growth. You need to understand the off balance sheet liabilities these businesses have, and continue to increase. They have benefited from technological evolution and the low hanging fruit over the last twenty years." This has now changed. The US$ shows that though the US is deteriorating according to Jayant Bhandari "it is deteriorating slower than the rest of the world!" "Economic repression is a fact of the day everywhere in the world" Where growth is happening it is because of increasing consumerism and this is not good for the future because growth should be happening as a result of the increase in supply of products - which would mean we should be saving more - which would mean we should be producing more than we are consuming!" INCREASINGLY BULLISH ABOUT GOLD "I have never been too bullish about gold but increasingly I am very bullish about gold. The reason is a lot of people misunderstand why Indians buy gold. The reason Indians and Chinese buy so much gold is that for example in India the yield on investment is negative. It pays them to invest in something that gives them positive real yield. In my view India is going to increase its consumption of gold and the Chinese will keep doing it."
