The Health Resources and Services Administration (HRSA), an agency of the U.S. Department of Health and Human Services, is the primary federal agency for improving health care to people who are geographically isolate, economically or medically vulnerable. Nick Zucconi is the Coordinator of Operational Site Reviews of community health centers. Since 2011 Nick has initiated over 60 projects to facilitate linkages and collaboration between HRSA grantees and other federal, state, local, tribal, and private health care organizations in Region VIII.

This webinar supports the efforts of the Defense Centers of Excellence for Psychological Health and Traumatic Brain Injury (DCoE) to improve the psychological health and traumatic brain injury (TBI) system of prevention and care. This series is provided to enhance the program evaluation capabilities of attendees. The content is intended primarily for a general audience in order to better inform those who may be unfamiliar with evaluation methods. This training will provide an overview of how the Health Resources and Services Administration, a federal agency tasked to conduct evaluations of public health programs, was established, how it functions, and lessons learned from the experience. DoD program personnel should be able to compile and suggest ways that evaluation of health programs may be addressed within the Defense Department to improve psychological health and TBI care. In today’s HR Basics, we explore the essentials of the Occupational Safety and Health Administration and HR’s role in ensuring employee safety and health. The Occupational Safety and Health Administration (OSHA) is the federal agency responsible for protecting the health and safety of workers. OSHA makes sure that employers follow occupational safety and health regulations and keep the workplace safe. Employers need to know their responsibilities, the standards, enforcement, consultation services, and complaint procedures through the occupational safety and health administration. So, What are employer responsibilities under OSHA? At the heart of safety management is an organizational commitment to a comprehensive safety effort that should be coordinated at the top level of management and include all members of the organization. Standards (technically called “regulations”) describe what employers must do to protect workers from various workplace hazards. OSHA enforces job safety and health standards by conducting inspections and, in some cases, issuing citations and fines. OSHA Consultation Service provides technical assistance to employers on health and safety issues. A complaint about a workplace hazard can be filed with OSHA by phone, fax, mail, or online. Organizations should monitor and evaluate their safety efforts. Just as organizational accounting records are audited, a firm’s safety efforts should be audited.

Nick spent his first 8 years with the Centers for Medicare and Medicaid Services in Denver as the Medicaid Managed Care Program Manager. He transitioned to HRSA in 1997, initially serving as a health center project officer, then coordinator of operational site reviews of community health centers. Since 2011 Nick has initiated over sixty (60) projects to facilitate linkages and collaboration between HRSA grantees and other federal, state, local, tribal, and private health care organizations in Region VIII. HRSA supports more than 90 programs that provide health care to people who are geographically isolated, economically or medically vulnerable through grants and cooperative agreements to more than 3,000 awardees, including community and faith-based organizations, colleges and universities, hospitals, state, local, and tribal governments, and private entities.

As part of the new WHO Health Emergencies Programme, the Emergencies Operations department is responsible for ensuring collective action for better health outcomes so to ensure that populations have access to timely and effective health services during times of emergency though the combined efforts of Governments, UN and Health Partners. In practice this involves ensuring that WHO at all levels has a strong system in place for managing emergencies (based on incident management), and has effective coordination mechanisms that include all relevant stakeholders, undertaking joint assessments and planning with partners, sharing health information and providing logistical and operational support during emergency response. WHO Emergency Operations Surge Training is designed to improve the ability of WHO staff, health sector partners and disaster management agencies to collectively respond to health emergencies. Becoming a CIO, Richard Siemer, Former CIO OF NYC Human Resources Administration

As deputy commissioner and CIO for the city's Human Resources Administration (HRA), Siemer has often been recognized for leading the way in making the HRA more efficient while also lowering costs. The HRA provides public health insurance, food stamps, child care, home care for seniors, and many other services for more than 3 million New Yorkers. Siemer, a 27-year employee of the HRA, has worked hard to streamline the administration's activities. For example, moving to voice over Internet protocol (VoIP) for phone service across 14 agencies resulted in savings of 62 percent. "On an enterprisewide level, where it makes sense, we want to leverage technology across all those human services agencies," Siemer said. It has gone so well, VoIP may eventually be used in all city agencies. Siemer was also instrumental in setting up interactive voice response (IVR), which enables HRA customers and vendors to quickly check their application status or other information by phone 24/7. Many services are offered in several languages, and day-care vendors can submit attendance via phone, facilitating billing and payment processes. Siemer was a crucial player in these and many other successful projects. It's all part of an agenda set by New York City Mayor Michael Bloomberg. "The Bloomberg administration is focused on leveraging technology for customer service," Siemer said. Carrying out that mission has brought citizens faster application processes and easier access to government information. Siemer was also appointed regional representative of the American Public Human Services Association's IT affiliate. While Siemer appreciates the various honors, he's quick to point out that it's a team effort. He praises both his staff and fellow executives for helping him achieve results. The “Housing First” approach using permanent supportive housing (PSH), compared to the traditional “Treatment First” approach, has decreased homelessness, improved outcomes for the chronically homeless in terms of access to resources, housing stability, mental and physical health, and quality of life, and has resulted in reduced costs to our public services system. Matt highlights the work of the organizations that have been leaders throughout Indiana in providing permanent supportive housing for the chronically homeless in our community. Dr. Matt Hanka is Associate Professor of Political Science and Public Administration at the University of Southern Indiana. Hanka earned a B.A. in History and Politics from The Catholic University of America in Washington, DC, and an M.A. in Political Science and a Ph.D. in Urban and Public Affairs, both from the University of Louisville. Hanka’s academic work has been published in such journals as American Review of Public Administration, Community Development, Housing Policy Debate, Housing and Society, Journal of Urban Affairs, Journal of Urbanism, Local Environment, Planning for Higher Education, and Journal for Public and Nonprofit Affairs. He has provided leadership to strategic planning processes for USI, the Rotary Club of Evansville, and the Evansville Museum of Arts, History, and Science. Hanka became Director of the Commission on Homelessness for Evansville and Vanderburgh County in February 2018. The Association of Maternal & Child Health Programs (AMCHP), in partnership with the Maternal and Child Health Bureau, Health Resources and Services Administration (MCHB/HRSA), hosted three Listening Sessions (each 1 hour and 15 minutes) on the Transformation of the Title V Maternal and Child Health (MCH) Services Block Grant on Jan. 6, 7 and 8 from 2:00 -- 3:30 p.m. EST. These sessions were an opportunity for dialogue with Dr. Michael Lu, Associate Administrator of the MCHB/HRSA, on the agency's plans for transformation of the Title V MCH Services Block Grant. As a reminder, prior to reviewing the listening sessions, please review this video (about 29 minutes) of Dr. Michael Lu, Associate Administrator of the Maternal and Child Health Bureau (MCHB) (available through YouTube via the HRSA website at http://mchb.hrsa.gov/blockgrant/index.html) presenting a framework for the transformation of the Title V Maternal and Child Health (MCH) Services Block Grant. Deputy Secretary Eric Hargan, accompanied by HRSA Administrator Dr. George Sigounas, visited Mary’s Center in Washington, DC to announce $125 million in Quality Improvement Awards to over 1,300 HRSA-funded community health centers across all U.S. states and territories. Mary's Center earned an award for $200,000 for their IT infrastructure.

Hi..........welcome to abmbbs......today's topic is “HEALTH PLANNING & MANAGEMENT”.....this video is based on the HEALTH PLANNING chapter from the PARK textbook of Community Medicine....in the 1st part of the video I would be talking about Health Planning......and.....in the 2nd part, I will briefly discuss... the important Health committees given in the textbook......so.....1st tell me the difference between objective....target....& goal.... objective is the planned endpoint of all activities....it is either achieved or not achieved.....it is precise.... target ….is... a discrete activity which gives us an idea about the degree of achievement...........targets are concerned with the factors involved in the problem....whereas..... objective is concerned directly with the problem in itself.... for example....when I say we will publish a 100 hundred videos by December 2017....it is a target...bcz ..it is concerned with the factors involved with the problem....but.. when I say.... we will achieve a 1000 subscribers by December 2017....it is an objective.....bcz it is concerned with the problem in itself... finally...a goal...is the ultimate desired state towards which all our efforts are directed..it is not bound by time or resources....it is our ultimate destination.. Next we come to plan....a plan is a blueprint for taking action...it prevents wastage of resources & helps develop the best course of action. Next we come to the topic of Planning cycle....it tells us the sequence of steps needed to be taken whenever we are faced with any health situation in a community...at first, we have to analyze the health situation...next , we need to establish the goals & objectives...then, we need to assess the resources & fix priorities...next, we need to write up an effective plan.....&.... skillfully implement it...finally, we need to monitor our plan carefully... & evauate it from time to time..... Next we come to an important question which is often asked in the exams....What is the difference between cost benefit analysis & cost effective analysis?? In cost benefit analysis , benefits are analyzed based on monetary terms......example plan A costs Rs 1000 whereas plan B costs Rs 1500....so plan A is better because it is cheaper... whereas....in cost effective analysis.... benefits are analyzed based on terms of results achieved....example number of lives saved or number of disease free days.... example plan A saves 100 lives whereas plan B saves 50 lives....so plan A is better because it saves more lives. This bring us to the end of the 1st part of the video.....now coming to the diffrnt health committees.... The first committee that you should be knowing about is the BHORE committee....it was also known as the HEALTH SURVEY & DEVELOPMENT COMMITTEE....it propagated the idea of social physicians...these people were given a short 3 months training in preventive & social medicine...& they would be allowed to treat minor illnesses in the society...it proposed 2 plans.....a short term plan...& ….a long term plan....according to the the short term plan there would be 1 PHC per 40 thousand patients...& it would be 30 bedded......while...according to the long term plan....there would be 1 PHC per 10 to 20 thousand patients...& it would be 75 bedded....this was what was known as the 3 million plan... Next came the MUDALIAR committee which was also known as …..the Health Survey & Planning Committee...now if you notice....planning starts with “P”..,.& Mudaliar starts with “M”....so we get a bit of a pneumonic here......also dont confuse it with the BHORE committee because that was HEALTH SURVEY & DEVELOPMENT committee....The mudaliar committee gave the concept of ALL INDIA HEALTH SERVICE Next there was the CHADAH committee which proposed the idea of BASIC HEALTH WORKER The KARTAR SINGH committee which gave the idea of Male or female Health Worker There was the JUNGALWALLA committee....which was also called “ COMMITTEE on INTEGRATION of HEALTH SCIENCES “.....now if you notice carefully....I & J look remarkably similar....ha..ha..ha.....so there's another pneumonic for you....& in case you are wondering why such a weird name?.....Jungalwalla....then remember its because this committee proposed the idea of banning private practise... Finally we come to the SRINIVASTAVA committee.....everything about this committee was about health education....it was also called THE GROUP ON MEDICAL EDUCATION & SUPPORT MANPOWER...it proposed the REORIENTATION OF MEDICAL EDUCATION scheme...or the ROME scheme.....notice the under lying theme here?...its all about medical education....This committee also gave the Village Health Guide scheme....& gave the concept of 3 tier village
