The Health Resources and Services Administration (HRSA), an agency of the U.S. Department of Health and Human Services, is the primary federal agency for improving health care to people who are geographically isolate, economically or medically vulnerable. Nick Zucconi is the Coordinator of Operational Site Reviews of community health centers. This webinar supports the efforts of the Defense Centers of Excellence for Psychological Health and Traumatic Brain Injury (DCoE) to improve the psychological health and traumatic brain injury (TBI) system of prevention and care. This series is provided to enhance the program evaluation capabilities of attendees. The content is intended primarily for a general audience in order to better inform those who may be unfamiliar with evaluation methods. This training will provide an overview of how the Health Resources and Services Administration, a federal agency tasked to conduct evaluations of public health programs, was established, how it functions, and lessons learned from the experience. DoD program personnel should be able to compile and suggest ways that evaluation of health programs may be addressed within the Defense Department to improve psychological health and TBI care. Nick spent his first 8 years with the Centers for Medicare and Medicaid Services in Denver as the Medicaid Managed Care Program Manager. He transitioned to HRSA in 1997, initially serving as a health center project officer, then coordinator of operational site reviews of community health centers. Since 2011 Nick has initiated over sixty (60) projects to facilitate linkages and collaboration between HRSA grantees and other federal, state, local, tribal, and private health care organizations in Region VIII. HRSA supports more than 90 programs that provide health care to people who are geographically isolated, economically or medically vulnerable through grants and cooperative agreements to more than 3,000 awardees, including community and faith-based organizations, colleges and universities, hospitals, state, local, and tribal governments, and private entities.

As part of the new WHO Health Emergencies Programme, the Emergencies Operations department is responsible for ensuring collective action for better health outcomes so to ensure that populations have access to timely and effective health services during times of emergency though the combined efforts of Governments, UN and Health Partners. In practice this involves ensuring that WHO at all levels has a strong system in place for managing emergencies (based on incident management), and has effective coordination mechanisms that include all relevant stakeholders, undertaking joint assessments and planning with partners, sharing health information and providing logistical and operational support during emergency response. WHO Emergency Operations Surge Training is designed to improve the ability of WHO staff, health sector partners and disaster management agencies to collectively respond to health emergencies. This training programme covers an Incident Management Systems response with a wide range of topics and response functions including incident management, partner coordination, planning and information, health operations, operational support and logistics , core services (administration and human resources), and external relations.

The University of Alabama’s Capstone College of Nursing received a grant to increase the number of baccalaureate-prepared Latino nurses with funding of $348.617 in the first year and anticipated total funding of $1.7 million over four years. Funded by the Health Resources and Services Administration Nursing Workforce Diversity Program, the BAMA-Latino Project will target and recruit 80 Latino associate degree registered nurses and prepare them for a Bachelor of Science in Nursing via the Capstone College of Nursing’s online RN to BSN mobility program. All nursing courses are offered online, so participants can continue to work full time while earning their degree. Clinical activities can be completed at facilities close to home. The BAMA-Latino Project will support Latino nurses by providing scholarships for pre-entry preparation and the RN-BSN bridge program. The program also provides both academic and professional mentorship and support through a collaborative partnership with the National Association of Hispanic Nurses (NAHN). Applicants must have graduated from an accredited associate degree nursing program, live in a state from which the College accepts applications, be in good standing with their licensure, and be a member of the NAHN. Identifying mTBI 9: Neuropsychological Tests and Imaging

Over 75% of traumatic brain injuries are so-called mild injuries (mTBIs), often known as concussions. Most people recover completely and are fully functional within two weeks. In about ten percent of cases, however, and especially where there has been repeated injury, symptoms can persist and alter the lives of the affected individuals and their families. Cognitive deficits, memory problems, emotional outbursts, impulsive and erratic behavior, sleep problems, headaches, and other issues can make mTBI much more than a "mild" condition. Compounding the problem is the alarming prevalence of misdiagnosis, which is due largely to the lack of a reliable physical test for mTBI (it often does not register on CATs, MRIs, etc.). This misdiagnosis results in improper treatments, wasted resources, and an untold amount of difficulty, doubt and confusion for the individual who has sustained the injury. This video series, which features expert interviews, informative graphics, and discussions with those affected by mTBI, is intended to educate physicians and other medical professionals, education administrators, coaches and other sports supervisors, disability and human resources departments, and, most importantly, individuals and their families who are adjusting to life with mTBI, about all aspects of the condition - from brain science to support groups to proper diagnosis to injury care and prevention. Virtually all but the smallest local governments and special districts in the country now have a separate human resource management group with specialists to help manage a variety of complex functions. In this course, we will briefly describe the nature of human resource management in public administration and introduce you to the topics typically associated with the field. Human Resource Management comprise the formal systems designed to manage people in an organization. Providing legal protection and process for public employees remains a vital function of public HR practitioners. We do not want public employees unduly interfered with or harmed for performing important and lawful public services. And, the public sector is obligated to respect the rights of all persons, and this includes employees. An extensive variety of rules govern the treatment of public employees, and many derive from employment status. Employment status refers to the legal nature of the employment relationship in a governmental entity. A variety of employment systems are associated with each type of legal status. The wide range of legal standards and regulations affecting employees present a formidable challenge to HRM officials. They must balance them with the managerial needs of their agencies and educate managers in the best practices that they engender. This is difficult to achieve, in part because the case law of the courts changes fairly rapidly and the evolving standards are often difficult to understand and apply with confidence.
