The Health Resources and Services Administration (HRSA), an agency of the U.S. Department of Health and Human Services, is the primary federal agency for improving health care to people who are geographically isolate, economically or medically vulnerable. Nick Zucconi is the Coordinator of Operational Site Reviews of community health centers. Since 2011 Nick has initiated over 60 projects to facilitate linkages and collaboration between HRSA grantees and other federal, state, local, tribal, and private health care organizations in Region VIII.

This series is provided to enhance the program evaluation capabilities of attendees. The content is intended primarily for a general audience in order to better inform those who may be unfamiliar with evaluation methods. This training will provide an overview of how the Health Resources and Services Administration, a federal agency tasked to conduct evaluations of public health programs, was established, how it functions, and lessons learned from the experience. DoD program personnel should be able to compile and suggest ways that evaluation of health programs may be addressed within the Defense Department to improve psychological health and TBI care. Nick spent his first 8 years with the Centers for Medicare and Medicaid Services in Denver as the Medicaid Managed Care Program Manager. He transitioned to HRSA in 1997, initially serving as a health center project officer, then coordinator of operational site reviews of community health centers. Since 2011 Nick has initiated over sixty (60) projects to facilitate linkages and collaboration between HRSA grantees and other federal, state, local, tribal, and private health care organizations in Region VIII. Ministry of Health officials from around the country met for their annual meeting in Vientiane yesterday to review progress in the sector and discuss plans for 2019. The meeting covered work in hygiene and health promotion, communicable disease prevention and control in target provinces, reduction of the mortality rate in mothers and infants, treatment and rehabilitation, food and drug administration, and improvement of financial planning and budgeting within the health sector. Speaking at the opening ceremony, Minister of Health, Associate Prof. Dr Bounkong Syhavong, said the annual meeting helped to strengthen management in local systems and the capacity building and training of health officials, especially village physicians, midwives, specialists and health facilities. Last year, Laos made remarkable progress in some areas. The target for reducing the mortality rate of infants and mothers had been met, while there were strides made in food quality assurance and medical products safety, he said. “In 2018, the ministry ran successful projects aimed at increasing access to better quality health services for mothers and children. We improved reporting using District Health Information Software 2 (DHIS 2), upgraded the quality of human resources in the sector, improved administration, and expanded the health insurance fund to target communities,” he added. “We strongly believe that the results reported at this meeting will greatly benefit our people by improving health services through higher quality treatment and technical innovation,” he noted. Assoc. Prof. Dr Bounkong said that this year the ministry hopes to further reform the health sector and raise standards, especially with regard to maternal and child health while continuing to upgrade health facilities. “We will strive to implement the government’s health policy and accelerate health reform in five areas: human resource development, health improvement by expanding the health insurance policy, improvements to health services,better health management, and improved health administration and provision of information,” he explained. The ministry will continue to improve planning and budgeting within the health sector so that resources are efficiently directed to target groups. In this course, we will briefly describe the nature of human resource management in public administration and introduce you to the topics typically associated with the field. Human Resource Management comprise the formal systems designed to manage people in an organization. Providing legal protection and process for public employees remains a vital function of public HR practitioners. We do not want public employees unduly interfered with or harmed for performing important and lawful public services. And, the public sector is obligated to respect the rights of all persons, and this includes employees. An extensive variety of rules govern the treatment of public employees, and many derive from employment status. Employment status refers to the legal nature of the employment relationship in a governmental entity. A variety of employment systems are associated with each type of legal status. The wide range of legal standards and regulations affecting employees present a formidable challenge to HRM officials. They must balance them with the managerial needs of their agencies and educate managers in the best practices that they engender. This is difficult to achieve, in part because the case law of the courts changes fairly rapidly and the evolving standards are often difficult to understand and apply with confidence.
