You all are most welcome to “Nature and Life”. To manage natural resources co-management system has been initiated in our country by including local people in the management. Through co-management, biodiversity is being conserved and at the same time alternative employment is being created. As a result, natural resources are being conserved and local people are being benefitted. To discuss about different aspects of co-management for nature conservation we have with us Deputy Chief Conservator of Forests, Md. Abdul Latif Mia; Natural resources management specialist Mr. Mostafa Kamal Uddin; Mr. M. Anisul Islam, Director of CNRS. Md. Abdul Latif Mia, please tell us about the Co-management system. Co-management is a system to manage natural forests where local people are involved in the management. For example in natural forests like: Lawachara National Park, Himchari National Park, Wildlife Sanctuary in Teknaf etc. we have made co-management committee including local people, through which we are managing those forests. Why Forest Department is doing that? These forests are natural forests but local people depend on these forests for their different demands like: biomass fuel, timber etc. They harvest various forest resources and put pressure on the forests. But we failed to provide them with any facility legally. As a result, they collect resources illegally and spoil the forests. With the financial aid of USAID we started this process in 2003 with 5 committees in 5 Protected Areas. We included local people and empowered them in the process. For being part of the management they’ve got some rights and they are helping us in managing the forests. As a result, we are able to conserve the forests. We’ve started social forestation in ‘80s and we’ve included local people in that as well. There they get direct benefit from the trees of the forests. In co-management we’ve included them in the management of natural forests, where no one can cut the trees but they’ll get other facilities from the forests. Co-management is a new process started in 2003 with financial help of USAID. 3 projects are running now. We started first phase with Nishorgo. IPAC was the second phase. Co-management has now got an institutional form. I’ll come back to you later. Thank you. Mr. Anisul Islam, presently in which sector this co-management is active? We are mainly using co-management to conserve wetlands and forests. We are using this process for last two decades. And its benefit has been proved by empirical data and research. Co-management is very successful in managing wetland and forest and due to such management, forests and wetlands are being conserved and general people are also being benefitted. Right now Lawachara, Khadimnagar National Park, Satchari, Rema-Kalenga, Sundarbans, Chittagong Hill Tracts, some forests of Cox’s Bazar and some forests of Modhupur area are being managed under co-management. Among wetlands: Hakaluki Haor, Baikka Beel or Hail Haor, Tanguar haor etc. are being managed under co-management. I’ll come back to you again. Thank you. This was the situation throughout the world, especially in Asia pacific region, for last 30-40 years. Now around the globe everyone accepts that we can’t protect forests with bullets. If we involve local people and if they think the forest to be their property, only then it’ll be protected. Bangladesh is proactive from the perspective of this basic philosophy. This concept was initiated in 1992 when in the Earth Summit of Rio de Janeiro, on the basis of forest principle consensus, the whole world agreed that forest resource has to be conserved and we are part of that. After that we’ve made Forest Policy in 1994. And in 1995 we’ve made Forest Master plan. We accepted co-management as an approach in both cases. That was the beginning. The present status is that 17.2% of the total forestland under the custody of the Forest Department has been declared as Protected Area. And we have legal rules to manage those Protected Areas through co-management. In Wildlife Conservation and Security Act, 2012 it was declared that all our Protected Areas must be managed by plan and co-management. In 2017, under the leadership of the Forest Department, the govt. initiated Protected Area Rules. As a result, the legal base of co-management has become very strong and they are continuing the process.

William Gascoigne with the U.S. Geological Survey is investigating the economic contribution of conserved habitat lands to the economy in the Prairie Pothole Region (PPR) of the U.S. His research shines a light on the linkages between landscape conditions and conditions within surrounding rural communities; linkages that are not always that apparent. This research context has been relatively understudied in the natural resources field, but has emerged due to the current economic climate and competing land uses in the PPR. The question his research aims to address— how does investing in landscape conservation impact rural economies now and in the future? The study, which received funding from the Plains and Prairie Pothole Landscape Conservation Cooperative in 2011, is breaking ground by illustrating the "socioeconomics" of wildlife conservation, particularly in rural communities heavily dominated by agriculture. It will analyze the dollar value of specific conservation actions by drawing parallels to the value of outdoor recreation, a storied pastime in the dwindling hunting and fishing communities of the PPR, while considering the value of agricultural interests. Hunters and anglers traditionally have been poised to support habitat restoration and species management efforts because of their direct connection to the landscape. With fewer hunters and anglers relative to the growing human population, natural resource managers increasingly look to the agricultural community for collaboration and support to maximize habitat quality and achieve other landscape natural resources objectives, while keeping agricultural values intact. The results of Gascoigne's research can ultimately be used at the local level by natural resource managers and local agricultural interests to inform on the ground conservation and land use activities to maximize landscape conservation objectives.

Bangladesh is well known to the world as a land of wetlands. The Haors occupy a vast area of our total wetlands. Located in the North-eastern Bangladesh, the Haors are a reservoir of freshwater with unique features. This area consists of many big and small haors, like Tanguar, Pashuar, Hail, Hakaluki haors and so on. With exceptional natural beauty, these Haors are also rich with biodiversity. A large portion of the haor’s flora is consist of aquatic plants. Usually, Haor has three types of aquatic plants. They are free floating, attached floating and submerged plants. Among the trees of Haor Mango Pine, Indian Beech and the Sacred Garlic Pear are prominent. These aquatic plants are home to many animals. Various fresh-water fishes swim around in this maze of aquatic plants. In winter, as the water level falls, people of the Haor area fish them out in groups. These fish are an important economic resource to us. Apart from the fish, invertebrates like snails, clams and other insects are found here. Bird is an important member of the haor biodiversity. Most common are Purple Swamphen, Heron and Cormorant. With read beak and purple body, Purple Swamphens are seen all over the Haors. Along with them, the Black-winged Stilt roam in flocks. They are an inseparable part of the haor ecosystem. The migratory waterbirds come in winter. When winter is over, they return to their breeding grounds again. Apart from the birds, there are many amphibians, reptiles and mammals in the vast haor. So, Haors are of great environmental significance. Again, the decaying aquatic plants make the haor land fertile. Golden harvests grow in that fertile soil. So, Haor is vital for our economy as well. And, the Haor economy depends on a balanced ecosystem. But from the middle of the 20th Century the Humans started to build habitation around the Haors. Due to excessive demand, they start to extract excessive amount of aquatic natural resources. To meet the demand of protein, excessive fishing almost endangered the species of indigenous fish. Indigenous and migratory birds become endangered due to hunting with poison trap and other traps. Along with them other animals are also decreasing, creating imbalance in Haor ecosystem, which is having adverse effect on the overall environment. The Hakaluki Haor has been declared an Ecologically Critical Area for such environmental degradation. Many projects have been taken to conserve the Haor biodiversity. The Co-Management System is a prominent one among those. It has been implemented in many Haors including the Tanguar Haor. In the Co-Management System, the local people play an active role in the natural resource extraction, management and conservation of the biodiversity. The organized body dedicated to this effort, made of people from various classes and occupations, regularly organize training workshops for conservation of natural resources. Through the trainings the users of natural resources are made aware of the importance and contribution of the biodiversity, wetlands and aquatic resources, which has had a great impact in the conservation of haor biodiversity. But this initiative should gradually be implemented in all the haors. For transforming the traditional haor leasing system, we now have greater produce of indigenous fish and have safe roaming ground for wildlife. There are many other ongoing programs to conserve the Haor biodiversity. Works are going on to determine the probable impact of the infrastructures built in haor areas and their possible solution. Though these steps are contributory, for overall conservation they are still not enough. We have to be more enthusiastic to conserve the haor biodiversity. We need to guarantee conservation of all haors of our country. So, we have to improve the coordination between the people and government organizations. The local people have to be aware of the impact of their activities on the haor ecosystem. The people have to develop interest in conservation efforts through hands on training. The NRCW targets students with a desire to learn more about Georgia's natural resources and the opportunities and responsibilities they provide. More than $18,000 in scholarships will be awarded from this workshop. This workshop gives students a unique, one-of-a-kind opportunity to learn about Georgia's natural resources—soil, water, air, plants, minerals, and animals from experts in each field utilizing classroom and field trip activities to help interested young people learn the basic principles and the responsible use of our natural resources. Tuition is $150 per student and is usually provided to our students by local SWCDs, local businesses and individuals.
