Japan grants 329 million JPY to Vietnam for human resource development

Japan and Vietnam signed an exchange of notes on a human resource development scholarships worth 329 million Japanese Yen (roughly 4.16 million USD) in Hanoi on Wednesday. The exchange of notes was signed between Minister of Education and Training, Pham Vu Luan and Japanese Ambassador Yasuaki Tanizaki. The scheme will send 29 Vietnamese students to Japan in 2011 for master degree courses in law, public policy, business administration, economics, agriculture, information technology, environmental policy and international relations. The scheme began in March this year as follow-up of a similiar programme which over the last decade benefited 304 Vietnamese students at a total cost of over 4 billion JPY (nearly 51 million USD)./.

Out of the total land area of India: 43% is plain 30% is mountains 27% is plateau region Depending on their use, our land resources can be classified as forests, net sown area, fallow land, other uncultivated land and land not available for cultivation. Fallow lands can be further divided into current fallow and other than current fallow. Uncultivated land other than fallow land is divided into permanent pastures, land under miscellaneous tree crops and land left uncultivated for more than five years. Land not available for cultivation is either barren wasteland or land used for non-agricultural purposes. The area under forests is way below the required 33% as planned in the National Forest Policy. The area under permanent pastures and grazing grounds is decreasing. Continuous and indiscriminate use of land resources results in land degradation. Human activity has contributed to and increased the pace of natural land degradation. Deforestation removes the green cover required to prevent soil erosion. Overgrazing by cattle turns permanent pastures into barren land. Indiscriminate deforestation and excavation carried out as part of mining activity also causes land degradation. Disposal of solid and liquid waste by industries on surrounding land or water bodies has also become a major cause of land degradation and water pollution. Some steps for land conservation are: Afforestation Controlled grazing and mining activity Stabilisation of sand dunes. Walkabout Resources Ltd (ASX:WKT) chairman Trevor Benson updates Proactive Investors on the explorer’s underwritten $3-million share purchase plan (SPP) that will open next Friday, October 12. Funds raised under the SPP will be used to progress development of the Lindi Jumbo Graphite Project in southeastern Tanzania where the company was recently granted a mining licence. With current cash reserves of circa $5 million, the company will have circa $8 million cash at bank upon completion of the SPP before costs. “With our very strong cash position after this raising we’ll be able to look at alternatives in terms of quasi-debt, debt, soft loans … and we’re looking at a whole raft of different [funding] structures,” Benson says.

In a video interview with London South East, the Tower Resources Chairman and CEO Jeremy Asher updates us on the latest developments in Cameroon, and predicts oil will be flowing in 2019, or 2020 at the latest. Contingent reserves of 18 million barrels have been identified, with a monetary value estimated at $180 million dollars. 8,000 bpd is expected to flow in 2019/20. Tower Resources is a pan-African specialist with assets in offshore Cameroon, Namibia and South Africa. The first Tower development well on the Thalia Block is planned for Njonji South in April 2019, with planning for the test drill well underway. Pakistan Petroleum and Pakistan Oilfields explored and began drilling these field with Soviet help in 1961 and activity began in Toot during 1964.[3][ Coal was first discovered across Pakistan and the rest of South Asia in the 1880s and was used by the British-owned railway companies under colonial rule. Later, post-colonial Pakistan had used coal to fuel its industry from independence to the discovery of the Baluchistan's Sui gas field in 1952 and the Toot oilfield in 1964. Environmentalists are now concerned that Pakistan has recently discovered one low and four low to medium quality coal seams in the Punjab and plans to re-fuel its economically important cement industry with it after their oil fields have run dry. Low sulfur coal was recently reported to have been found at the Baluchistan near Quetta as well. There are reports that low a sulfur deposit has been found near Islamabad. Sindh's Thar desert lignite mines will also be expanded soon for industrial usage too. This Thar's mine is open-cut mine. These mines are relatively safer to mine from. While Baluchistan's mines are underground mines, these are dangerous to mine from.[11] Pakistan Baluchistan's mines have seen several accidents over the years among which the one which happened in 2011 was with the greatest number of casualties. According to one news paper the death toll rose up to 45,[12] though majority agree upon that it ranged from 40-45 people. Special measures are being employed to reduce the resulting fly ash, carbon footprint and sulphur fume emission problems after it is burnt. The Wahi Pandi, Karunuk (Sehwan), and Rehman Dhora (Aamri) mines in the, Kirthar Range, Sindh and the Shanawah Deposit, Karak in Khyber Pakhtunkhwa province are being opened up to meet Pakistan's rising need for uranium, which these sources are issuing at an ore grade: 0.04% Uranium mineral purity rate. The Baghalchur site has several abandoned mines and is now being used as an industrial dumping ground.[citation needed] Baghalchur is a small town in Dera Ghazi Khan District, Punjab, Pakistan. Baghalchur is the site of abandoned Uranium mines now being used as a nuclear dump. The residents of the area along with several Pakistani environmentalist groups are opposed to the nuclear dump being used by Pakistan Atomic Energy Commission (PAEC), and have asked the government to invest in better techniques in the disposal of nuclear waste materials.

Japan gives boost to human resource development in Laos

The government of Japan is providing grant assistance of 308 million yen (over 24 billion kip) for the continuation of the Human Resource Development Scholarship (JDS) Project in Laos. An agreement was signed yesterday in Vientiane by Deputy Minister of Foreign Affairs Ms Khamphao Eunthavanh and Japanese Ambassador to Laos Mr Takeshi Hikihara. The project is part of the priority framework of the Lao government to strengthen human resources development through improvements to the education system, especially by improving students' learning capacity to meet national, regional and international standards. Over the past year, the government of Japan has continued to provide Official Development Assistance to develop Laos in many areas, including basic infrastructure, education, health, agriculture and other related fields. This assistance has contributed to the 8th five-year National Socio-Economic Development Plan for 2016-2020, which was accepted during the 10th Party Congress held earlier this year. Mr Hikihara said “I strongly believe that this project will continue to contribute to socio-economic and human resource development in Laos to accelerate the socio-economic development of Laos and improve standards of living for all Lao people.” Human resources are the foundation of nation-building. For socio-economic development, the importance of human resource development cannot be over-emphasised, the ambassador added. The JDS for Laos was established in 1999 by the Lao government with assistance from the Japanese government through its grant aid facility executed by the Japan International Cooperation Agency. Since 1999, some 334 scholars have been accepted to pursue higher studies at Japanese universities by the JDS, 293 of whom have since graduated. The objectives of the JDS programme are to support human resource development in Laos by targeting 20 young and highly capable government officials to further their academic studies in Japan. By acquiring expert knowledge, research skills and connections to human networks in Japanese universities, JDS participants are expected to tap into knowledge gained to take an active role in practically solving problems relating to social and economic development challenges in Laos. Solar energy in Morocco is transforming the renewable energy scene. One of the world’s biggest solar power plants is situated in Morocco. Jaouad Ait Rebah changes a lot of people’s lives in the High Atlas Mountains - by bringing light where there is darkness. The Moroccan entrepreneur installs solar panels in the area’s picturesque, but remote villages. For the high-altitude residents, the difference is like that of night and day. The beautiful scenery is mostly lost on those living there. They live in extreme poverty. Many young people have left due to the lack of jobs. Now, however, the solar panels are modernizing the villages. Jaouad Ait Rebah and his work symbolize the energy revolution that has been sweeping across Morocco in recent years. The country is leading the change to renewables in Africa, as is evident in Jaouad’s native Ouarzazate. The city is home to one of the biggest solar power plants in the world, comprising almost one million parabolic mirrors. King Mohammed VI. is investing $9 billion in the facility, which provides electricity to two million people. By 2040, Morocco aims to generate almost half of its power from renewable energy sources. Rox Resources MD Ian Mulholland answers questions about the sale of the Reward Zinc Project

Rox Resources (ASX: RXL) has agreed to sell its 49% interest in a joint venture with Teck Australia on the massive Reward Zinc Project in the Northern Territory for $14.8 million to IMI Zinc Exploration Pty Ltd.   The deal consists of $2 million in cash and $12.8 million in shares (64 million shares @ 20 cents per share).   The offer to purchase Rox’s share of the joint venture can be matched by Teck, which has a pre-emptive right to match any offer.   The Reward Zinc Project is the world’s largest undeveloped zinc project.  Under the terms of the offer, Rox has 30 days to complete due diligence on the offer, and Teck have 60 days from receipt of the offer to exercise its pre-emptive rights to match the offer.   The Teena deposit has an Inferred Mineral Resource of 58 million tonnes grading 12.7% Zn + Pb (11.1% Zn, 1.6% Pb) and the Myrtle deposit has an Inferred and Indicated Mineral resource of 44 million tonnes grading 5.0% Zn + Pb (4.1% Zn, 1.0% Pb).   Based on exploration work to date, Reward is Australia’s 7th largest zinc project and has the advantage of sitting next door to MMG’s MacArthur River Zinc project.   Managing Director Ian Mulholland answers a range of questions about the sale process and the benefits to Rox shareholders, and talks about the Company’s plans to continue generating wealth for its shareholders through the acquisition and development of Australian mineral deposits.

Technology Metals Australia Ltd (ASX:TMT) managing director Ian Prentice speaks to Proactive Investors about the 39% increase in Northern Block mineral resources at the company's Gabanintha Vanadium Project in Western Australia. The project's global resource now amounts to 131 million tonnes at 0.9% vanadium pentoxide, including a high-grade component of 71.2 million tonnes at 1.1% vanadium and 12.7% titanium contained within the consistently mineralised massive magnetite zone. Prentice says such a grade is world-class and shows the potential for a long-tenured vanadium project. He adds that vanadium prices have now moderated to a level that minimises the temptation for buyers to turn to niobium as a substitute.

Canyon Resources confirms existing railway can transport Minim Martap bauxite ore

Canyon Resources Ltd (ASX:CAY) managing director Philip Gallagher updates Proactive Investors on the bauxite company’s development of its Minim Martap Bauxite Project in Cameroon. An initial independent assessment of the existing rail network adjacent to the project concluded that it has the capacity to transport commercial tonnages of bauxite to Cameroon’s largest city, Douala. A proposed rail extension is also being investigated from Douala to the Kribi Deep Water Port. Minim Martap has one of the highest-grade bauxite deposits globally, confirmed by the recently-announced inferred resource of 250.9 million tonnes at 50.8% aluminium oxide and 1.9% silica.
